Cleveland Carr pays a visit to Knobs, and decides this lovable little lawbreaker is going to make a great stool-pigeon. Dick and Eva Jacobs tap for kicks with their neighbor, Walter La Fong. Hope sends a message to Carr via the wire service broadcast.

The darkness of Mrs. Orwell's past continues to come into focus. Dr. Loman and Makaela enter the city with big plans. Hope suspects her coworker, Frank Deetleman, is up to something.

Amidst the festivities, Cleveland Carr meets with Mrs. Orwell to report the latest on the illicit activities plaguing the city. Mrs. Orwell's plan of retaliation comes as a surprise to Carr. The Wave Unit Revolution commences - a warning in the North Sky ensures the city will never be the same.
